A very good book used by Universities in their masters level courses on
data communications is "Data & Computer Communications" by William
Stalling. The book covers from bit level up to a craft level most
protocols and carriers of data and voice.

Subject: Is there any good books recommanded for lower 2 layers? [9:550]
Good book is "Voice & Data Communications Handbook" by Bud Bates/Donald
Gregory. 3rd edition is presently out with 4th edition coming out in
October.

The book is a good analysis up to intermediate level, else, if you
already
are comfortable with these protocols I would recommend reading the
actuall
specifications. This book is more in depth than the Ulyess Black book
(as I
recall looking at it in a book store once).
