Who says they don't hire from partners????? Cisco has been recruiting out of
SBC and many other partners for years! The only people they haven't been
able to recruit are CCIE's, which you all know would affect the partner
status in a company (silver/gold certified partner). I am all go to recruit
out of Cisco on another project that I am working on as well. ;-)

I guess they do it with the consent of the partner.
When I left my last company, a partner who works
closely with Cisco, they found out and approached me
about working for them. They got my number somehow, so
I assume it was through my old company.
