I don't work for a partner yet I'm highly qualified! lol... in my dreams I
guess.

Seriously, they can hire people who has worked with competitors since most
engineers know how to configure Cisco routers. In fact, I was just working
with some engineer from Foundry Network and this guy is really sharp about
Cisco features and how they are configured. He is actually a CCIE but isn't
working for a Cisco partner or reseller.

I really think it depends on the office that hires the Engineers. It's
probably easier to land a job as an SE for Cisco if you interviewed with an
office staffed with less experienced engineers like the ones in Ohio.
