Unfortunately Intellectual Blindness and Simple Neglect are by no means the
domain of employers in your country alone. The situation is I'm sure
exacerbated by the fact that you are working in a Govt. Agency driven as
Emmanuel suggests by social politics.
However you will find this lack of awareness of the value of Human Capital
is repeated throughout the private sector world-wide, and is usually
influenced by 'Corporate Politics' in these organisations.
That said, it is not all doom and gloom! I have had the great fortune to
work for and on behalf of a number of Public and Private sector
organisations throughout the Far East, Middle East, Europe and the US. I
have come across increasingly widespread acknowledgement that the
employee/employer relationship can no longer be a one way street. There is a
book written a number of years ago by John Naisbitt called 'Reinventing the
Corporation' in which he laid down 10 major trends which he believed would
eventually alter the work environment. One of these states that "The
sharpest talent will gravitate towards companies where the most attention is
paid to personal development" Happily there seem to be a number of CEO's
realising the validity of this statement and creating environments which
offer career development programmes that really add value to their
employees.
The trick is to identify these organisations and keep knocking on their
door! I am aware of the competition out there in the Cisco environment, and
as Emmanuel says a CCIE certification will certainly open up a whole new set
of doors to you. I'm also aware that you don't really need reminding of
this, as your problem seems to be what to do between now and getting that
'holy grail'!
Emmanuels' suggestion of looking at the Middle East as an option is a good
one. I would suggest that you explore the possibilities offered in the
Emirates and Bahrain before looking at the rest of the Gulf, as these are
the most 'Western Friendly' places over there. The quality of life is high,
and your wife would certainly find it a much easier environment for ladies
than say Saudi or Kuwait.
Finally I would simply say the tenacity that you have shown in the face of
'adversity' and your single mindedness in pursuing your career goals is a
highly admirable quality and one that prospective employees will view very
favourably. Keep faith and keep focused on your ultimate objectives, and you
will get that break.
