You won't be able to provision over 75% of the link's bandwidth by default
because you need to permit routing protocol traffic to traverse the link.
Keeping this in mind, I would define two traffic classes, one for each
project, and assign it 37% of the link's bandwidth. This will permit each
project to share an equal portion of 75% of the link's bandwidth while
allowing traffic to burst over that 37% if no other traffic is hogging the
link.
