Sounds like a shaping issue at the IWF on Verizon's end. If you could test
whether rebuilding the FRASI for one of the 3M circuits, I'm betting the
shaping issue goes away.
Every service provider sucks when it comes to FRASI. None of them get it
right the first time, even with good engineers at the helm.
