This is just to point the system to the location of the bootldr so in the
event the primary image isn't loadable, you can boot a bootloader to get
limited functionality.
The msfc will still boot the first Image it sees and will boot the bootldr
regardless of the bootvar if it is the only image in flash.
e.g.
it is not necessary but best practice.
