what is the security  level ?
the time out occurs when  a force termination after two minutes awaiting
three-way handshake completion
how did u check  the dial-up ?
if dial up is workin on the same  parameters and vpn is  not did   you 
check  the crypto map for the interesting packets
 have a felling that  the accesslist  for crypto is wrong
do  let me know if  it help and even  if it does not
