You see the problem in the output of show version:

16384K bytes of processor board System flash (Read ONLY) 

Configuration register is 0x2102 

It says: Read ONLY.

In config mode do a conf reg 0x2101
Reboot, the router will bypass the config and will boot the "emergency" IOS
in ROM instead from flash, do another show version:

should be now in READ/WRITE.

tftp the new IOS onto the router, set the config-register back to 0x2102
with a "conf reg 0x2102" and reboot.

Old config should be active as well as the new IOS.
