It's not like I know what the problem is, but the documentation shows this:
Event ID: IKE/199 Severity: 4
Event Text: Reaper corrected an SA that has not decremented\nthe
concurrent IKE negotiations counter (%d)!
Explanation: Reaper corrected an internal software error.
Recommended Action: If condition persists, copy the error message

Subject: Cisco VPN Concentrator 3000 error msg [7:92805]
I am seeing the below error msg on my vpnc when a number of users attempt to
authenticate, I recieve the error msg a few times and on the 3rd or 4th
authentication attempt the user are in successfully.
The basics are Cisco 3005 VPNC, using RADIUS authentication via windows
domain account information.
I have had a look at cisco.com and google'ed the error msg with no luck in
finding any infomation on the details of the error. Hopefully someone on
here can help me out.

Reaper corrected an SA that has not decremented

Obviously group and user name have been substituted to protect the innocent.
