You could put the network statement for the loopbacks into the OSPF
configuration and use the passive interface command to designate them as
passive.  This satisfies both requirements, since the interface is passive
you would never be able to establish an adjacency or "run OSPF" on the link,
and the routes for the loopbacks would not appear as external routes.
