BECN/FECN Questions posted 05/01/2000

Could someone give me a quick overview of BECN and FECN in a 
Frame Relay network?

If I do a "show frame-relay pvc 361" command on a router,
and I see that the "in BECN pkts" (and ONLY that counter,
all the others (out BECN, in/out FECN) are at 0) counter
is somewhat high, what is this telling me?  That frames
this router received encountered congestion?  Or that there
was congestion on frames leaving this router torwards it's
destination and the Frame Relay network is simply trying
to let me know of this situation?
