HARD PROBLEM

Hi,

Can anyone tell me how to (if possible) limit traffic to a certain %age of
the processors utilisation.  i.e. once snmp > 10% proc utilisation drop
packets.  A little bit like broadcast storm control except filtering snmp.
Please help.
