I have been involved in a case like this, and it is possible to track down a
hotmail user.

If your e-mail account has been compromised, tell your e-mail provider to
turn off the account.  They can track down who broke in.

Threatening communication is a crime.
Save the offending e-mail in electronic form and call the police right away.
The longer you wait the more chance the trail will go cold.
