Most routing protocols use the link local address for exchanging hellos 
and updates. Therefore in most scenarios they would have the same 
effect.  However, not enabling broadcast on the 2033:: subnet could 
impact any IPV6 multicast if you have a requirement for it in real life. 
I don't think IPV6 multicast is on the R&S blueprint yet.
