Schedular Allocate

Dear all , 
                 Can some body throw some light on the values of
Schedular allocate . The question says reserve 30% of CPU for system
process and the solution given was " schedular allocate 2000 500 "
 
Schedular allocate < Network Interupts > < Running Process >  ...
 
Can some body brief me on the Network Interupts ( its like routing
protocols ) and Running Process  ( System level process ) 
 
 
   Any idea how its done.
