What you need to do is the following :-

Dialing Router :-

voice-port 2/0

dial-peer voice 1 pots
 destination-pattern 1111
 port 2/0

dial-peer voice 2 voip
 destination-pattern ....	<--- Means any 4 digit number dialled
 session target ipv4:10.1.1.1	<--- What ever the called router is

Called Router :-

voice-port 2/0

dial-peer voice 1 pots
 destination-pattern ....	<--- Will accept any 4 digit number dialled
 port 2/0

dial-peer voice 2 voip
 destination-pattern 1111
 session target ipv4:10.1.1.2
