Only problem with catalyst vlan's is that the vlan's sometimes leak into
each other. You'll need one interface per company plus one for the DSL
ethernet. Based on this your 2621 4 pt EE plus the two onboards will suffice
. If you need another ethernet interface in the future you could get a adsl
module for your router. Make sure you max the memory and flash(64/16).

How about using catalyst switches with private vlans to protect switch 
ports?

This way I understand that you can isolate traffic between ports on the 
switch using a common IP Address.
