Check the switch port security setting, if it's a Catalyst. I have seen this before, when the cat port has been secured with a wrong mac address, this message will come up no matter what you do on the router. Hope this help.

Tom, the msg. usually indicates that you have not connected your Ethernet
port to anything (switch/hub/pc/another router etc). There are 3 things you
could do..
* no keepalive (but you said it doesnt work)
* shut down the port
* connect the port to switch/hub/pc/router etc.
