Yes you are right,

When you issue the copy start run command it only adds to your config and
over lays any ip settings etc... then when you wr mem it you have the
overlayed copy, I would starting using TFTP a little bit more often, esp
when you know it is working and you want to try something. Otherwise the NO
command will be your next best friend, next to of course ?....
