I am confused now, maybe I didn't read your description correctly last time
... To me it looks like you have two different problems ...

Just ignoring the first bit for now... Are you saying that the serial
interface is up/up but you can't ping it? Or am I missing something here? If
it is showing up/down on the show int then it is likely to be a clocking or
an encapsulation problem. Before you start pinging around you should check
on the router itself that everything is up and running.
Marcus was right with pointing you to the next things to check
encapsulation, clock rate settings, etc. (I just assumed that this was
working previously...)

You will need to have a look at the "show interface s1" output and maybe
also the "show controllers"
If you connect to routers you will have to specify clocking on one end of
the serial link.
