It's not really an algorithm for the individual bridges... there are
default costs for different type of links (ethernet, fast ethernet, etc)
and those costs are added together if you go through multiple bridges to
reach the root bridge. Those values are defaults though, you can make
the cost of the link anything you want between 1 and 65535.
