To do what you are describing you will need to use BGP4.  What you described
is what we call multi-homing.

The two ISP's will have different Autonomous System Numbers and you will
need to advertise you routes to each with BGP4.

Of course with anything in networking there is more than one way to solve
the problem.  One solution would be to subnet your users based on say
application.  The address space for subnet #1 will be advertised to ISP #1
with a primary local preference (ask the ISP their policy on local pref),
likewise the address space for subnet #2 will be advertised to the same ISP
#1 with a "lower" local pref.  Moreover, the address space for subnet #2
will be advertised to ISP #2 with primary local preference and subnet #1
with a lower local pref.

This way if one link should fail, the operational link will pick up all the
traffic when re-convergence completes.

Regarding ISP owned IP addresses - you will have to work that out with the
respective ISPs.
