it is 30.  With a class A address of 10.8.2.4 with at /13 subnet mask, which
is actually 255.248.0.0
you take 2 to the power of the number of network masked bits more than the
natural network mask minus 2

so the natural network mask would be 255.0.0.0  so you would have 5 bits
more to make 13 therefore 2 to the power of 5 is 32, minus 2 is 30. you
subtract 2 because 2 of the addresses arent valid because you cant have all
1's or all 0's

to find out how many hosts are available you take 2 to the power of the
number of host bits minus 2
