This is complaining about your layer two. Check to see if the ip address
to dlic is well configured.

2. check " show frame-relay map "
3. check "show fram-relay lmi" to see if you have active PVC's and also
check if you have the right lim type configured.
5. If connecting to a third party vendor router. You need to have
enapsulation frame-relay set to IETF option.
4.show run to see what you have congigured under the serial interface.

if you are using a sub interface in point-to-point mode, you dont need a
frame-relay map. use the frame-relay interface dlci command to bind the
sub-interface to the dlci.

again if your using the physical interface in multipoint mode you may
decide not to use static mapping. The 
inverse arp will make sure that all remote network address configured
are mapped to your dlci.



If you'ce check everythign and all fails, send me the output of the show
commands above and a sh run.
